Stacey A. Matthews is an experienced consultant and project manager specializing in system transformation, data analysis, and strategic planning. As the owner of SAMatthews LLC, she collaborates with organizations, Continuums of Care (CoCs), and homelessness response systems to design data-informed strategies that improve service outcomes and system performance.
Since 2020, Stacey has been a Senior Technical Assistance Provider and Subject Matter Expert supporting HUD’s efforts to strengthen homelessness response systems. She has led teams in crisis response efforts, including COVID-19 response strategies, and has worked extensively to help organizations refine their data practices and operational strategy.
Stacey also has a strong background in data and research, having served as a Data and Research Team Analyst for Montgomery County, MD’s Department of Health and Human Services. There, she enhanced data quality, developed reports, and provided insights on Coordinated Entry and regional data-sharing initiatives.
With over 25 years of experience in homeless services, from direct service roles to leadership positions, Stacey is a sought-after expert on homelessness system improvement, data strategy, and performance optimization.
